Introduction

Our Client in the NGO sector seeks to recruit a Human Resources & Administration Manager.S/he will provide personnel expertise and support to the National Association. S/he advices on staff recruitment, orientation, training, development, appraisal, compensation, discipline, etc. In addition, s/he ensures all projects comply with established policies and procedures.

Job Specification

  1. Assists in Building a Committed and Effective Staff Team
  • Advices the Chief Executive Officer and Board on all HR & Admin matters affecting the Country Programme and its standing within its operating environment.
  • Supports Supervisors on advisory role on HR & Admin issues affecting their staff and facilities.
  • Develop the best practice human resource and administration strategies, policies and procedures aimed at achieving the organizations strategic objectives; Reviews Human Resources management practices on a continuous basis, introducing new policies, which enhance the long-term commitment of the staff.
  • Works to integrate all key offices within Kenya by promoting inter-project meetings, conferences, workshops, seminars etc; Helps facility heads to develop and maintain effective and open channels of communication, in order to form a cohesive and supportive team
  • Develop and Maintain a competitive staff motivation and retention policies/strategies
  • Develop and implement compensation strategies and policies that ensures staff are provided reasonable compensation for their efforts, in order to build a high level of motivation. Proposes new benefits, salary scales adjustments etc. Monitors and advises on compensation Management;staff salary adjustments, promotions etc, ensuring the correct channels are followed and unauthorised adjustments are avoided.

 

 

   2. Promotes Good Working Environment and Positive discipline

  • Manage employees discipline and grievance handling procedures in line with the organizations standard operating procedures and  maintain good employee relations; Advises on all disciplinary issues, and participates in disciplinary hearings involving any senior staff members. Ensures correct procedures are followed at all times.

 

  • Ensure development and implementation of occupational health and safety programs and insurance plans to ensure healthy staff and working environment

 

3.    Supports on HR Onboarding, Orientation, Training and Development & Performance   Management for Country Programme

  • Plan, organize and direct competitive recruitment and selection process to maintain competitive  advantage for best skills in the market; Supports facility heads make good recruitment decisions in order to attract and retain the right people. Participates in interviews of all senior staff, providing advice where appropriate.
  • Reviews and authorises all requests to employ new staff members. Assists with the preparation and placement of job advertisements, where necessary.
  • Maintains and updates a complete set of job descriptions for Kenya. Ensures all staff receive a copy of their job description.
  • Prepares orientation programmes for new staff, and ensures new staff at all levels receive a basic orientation to the organisation.
  • Develop and coordinate tailor made staff training and development programs that embed a robust results-driven performance management culture throughout the organization to enhance talent management and succession planning.
  • Coordinate the HRD Committee calendar and activities. Chair the HRD Committee on behalf of the CEO.
  • Organises specialist training, conferences and the like, for key groups such as Facility Heads, School Principals, KG Head Teachers, Youth Leaders,etc
  • Develop staff wellbeing and welfare initiatives to achieve staff engagement strategies.
  • Guides performance management process in the Country programme and train supervisory staff in conducting performance appraisals and reviews;Familiarize all staff with appraisal tools
  • Guides on succession planning strategies; Ensures staff are provided with adequate opportunities for self- improvement and progression within the organisation.

 

 

4.    Ensures Effective Personnel Administration at all Levels & Budgeting

  • Supervise directly HR & Admin staff at the National Office and functionally all Administration staff within the Country Programme.
  • Oversee the development and administration of appropriate  integrated Human Resource Information Systems for efficiency and effectiveness of operations
  • Develop and manage the preparation of the HR Department’s Budget for continuity of Human resources processes and proper controls
  • Develop and manage the preparation of the HR & Administration Department’s Budget for continuity of Human resources processes and proper controls
  • Represent the Country Programme in HR engagements with external stakeholders, court processes, mediation, and arbitration proceedings for good industrial relations.
  • Monitor international, national and local movements impacting on employment practices for interpreting their implications on the organization strategy.
